Blackhawk is Pflugerville's established master-planned community off Kelly Lane near SH-130, built around the Blackhawk Golf Club, an 18-hole course that opened in fall 1990, designed by Charles Howard with U.S. Women's Open champion Hollis Stacy.

Blackhawk has been growing since 1997 and now spans multiple sections: the golf-course lots of Blackhawk proper, The Estates' larger custom lots, Fairway and Garden homes, and the newer Grove expansion adding hundreds of new builds from Chesmar, Coventry, and other builders. Established streets carry real tree canopy; homes range from 1,500 to over 4,000 square feet from builders including Coventry, Chesmar, GFO, Scott Felder, and David Weekley across the years.

Plumbing-wise, Blackhawk is a two-speed neighborhood. The late-1990s and 2000s phases are at or past the age where original water heaters, PRVs, and builder-grade fixtures fail, and their slab-embedded lines have ridden decades of Central Texas clay movement. The Grove's new construction is the opposite: warranty-covered, but water quality does not care how new the house is, and hard-water scale starts accumulating from day one.
